Help thread: generic carbureted motorcycle fuel pump does not prime and there is no spark

I am trying to build a sane checklist for generic carbureted motorcycle fuel pump does not prime and there is no spark before I start buying parts I may not need. The engine starts, but I want a method for checking fuel level, air leaks, pilot circuit, needle position, and idle mixture without making the setup worse.
